Bogdan's career has taken him from developing banking integrations and enterprise software to co-founding Clarisoft and leading complex, multi-year programs. He combines executive-level ownership with a hands-on understanding of architecture, code quality, data and delivery.
His experience spans healthcare, marketing, insurance and financial services. He has built engineering organizations of up to 85 people and led programs with more than 20 concurrent contributors, working closely with executives, customers and technical teams.
At CTO Plus Team, his focus is on aligning architecture, delivery milestones and team capacity with the business case: modernizing platforms, automating operations and bringing new products from MVP to production.
His technical background includes .NET, React, AWS, REST APIs, SQL and NoSQL platforms, data-intensive systems and performance optimization. His delivery experience covers Agile, Scrum, Kanban and Waterfall approaches.
2025 – PRESENT
Combines technology leadership with senior engineering delivery for European and US clients. Work includes backend modernization, automation, cloud optimization, product launches, maintenance and support, with an emphasis on predictable costs and measurable value.
2022 – 2024
Led discovery and technical solution design for European clients, including work that resulted in the company's largest new customer acquisition. Supported the integration of Clarisoft's engineering team and clients into Modus Create.
2004 – 2022
Grew the team from 2 to 85 engineers, with Clarisoft recognized three times in the Inc. 5000. Served as de facto CTO for multiple clients, introduced Agile practices and developed hiring and evaluation processes that supported an average retention rate of 90%.
2001 – 2011
Worked across the full development lifecycle of an employee benefits enrollment and management platform. Migrated the platform from Visual Basic to ASP.NET and developed a dynamic rules engine, data synchronization and ETL capabilities, working directly with insurance customers during implementation.
1997 – 2000
Developed integrations between credit card and financial systems, then managed the IT support team for card operations, including ATM and POS networks. Supervised the successful Y2K transition.
SELECTED WORK AT CLARISOFT
2018 – 2022 · PUBLIC HEALTH
Authored the proposal and technical design for a contact tracing platform, then led development after winning the competitive bid. The fixed-scope phase was delivered on time and within budget.
Oversaw four years of ongoing development and deployments, optimized chain-of-transmission algorithms and helped improve visualization performance. Supported implementation across health ministries in South America, Africa and Europe during the COVID-19 pandemic.
2021 – 2022 · EUROPEAN RESEARCH
Led platform architecture and a work package in a Horizon 2020 research consortium involving 18 organizations. Collected stakeholder requirements, designed initial interactive wireframes and the database, and collaborated with other work package leads on data collection, analysis and simulations.
Helped complete the project on schedule and 30% under budget despite pandemic-related constraints on stakeholder availability.

Redesigned the operational dashboard for EOS Health, integrating it with a connected glucometer. The dashboard remained part of operations following the acquisition by Livongo. Led Agile development of a new customer portal and helped scale the offshore engineering team.
2011 – 2019 · AUTOMOTIVE SAAS
Partnered with the founder to shape a marketing and fixed-operations platform for US auto dealerships. Led MVP delivery as de facto CTO, architect and technical project manager, then oversaw a microservices redesign to improve scalability and transaction throughput. Unotifi was subsequently acquired by BoltOn Technologies.
Bogdan was a member of the Entrepreneurs' Organization New York chapter from 2017 to 2019 and organized Costa del CEO, an entrepreneur and CEO group in Marbella, from 2023 to present.
He is the author of Scratch and Geometry, a student workbook that brings coding, mathematics and geometry together through visual exercises. His ongoing interests include developer productivity, AI-assisted software development and practical uses of AI in business operations.
